Authorization Basis: The minister of public safety Quebec is responsible of civil protection for the province of Québec under the first paragraph of article 62 of the civil protection Act (Loi sur la sécurité civile L.R.Q c. S-2.3) The minister can, under paragraph 4 of article 67 of this Act, propose, coordinate or carry out activities or work designed to eliminate or reduce disaster risks, mitigate the consequences of a disaster and facilitate emergency response and recovery operations.
